Phillips was born on May 6, 1960 in Evanston, Illinois, United States. She was born as the daughter of Williams and Ann Phillips. Her father was an insurance broker and executive. She grew up in Lake Oswego, Oregon and was raised in the Catholic faith. She has five siblings: four older brothers and one younger sister.
